How are the multipliers set?

After k safe lanes the multiplier is 0.99 divided by the chance of surviving k lanes. That makes the expected return of any strategy 99% (house edge 1%). The full table is under "Odds & paytable".

Can a pad sink because I picked it?

No. Which pads sink in every lane is decided when you start, from a server seed whose SHA-256 hash you can see before playing. Rotate the seed to reveal it and recompute the whole river.
